Interviewee: Yes, because NGOs and nonprofits organized or operating within the United States are considered U.S. persons, and all U.S. persons are subject to OFAC regulations. However, there may be special rules and favorable statements of licensing policy that apply only to NGOs and nonprofits that would allow them to engage in certain transactions that other persons might not be authorized to engage in.
